The Macau government has announced the maximum number of licensed gaming promoters, or “junkets,” that each of the city’s casino operators can work with in 2024. The aggregate cap is set at 50 junkets. Sands China Ltd and SJM Holdings Ltd can collaborate with up to 12 junkets each, MGM China Holdings Ltd and Melco Resorts & Entertainment Ltd can work with up to eight junket operators each, and Galaxy Entertainment Group Ltd and Wynn Macau Ltd can work with up to five junket partners each in 2024.

The Macau government has capped the aggregate number of licensed gaming promoters, known as “junkets,” that each casino operator can collaborate with in 2024 at 50.
Sands China Ltd and SJM Holdings Ltd have been allowed to work with up to 12 junkets each, while MGM China Holdings Ltd and Melco Resorts & Entertainment Ltd can each collaborate with up to eight junket operators.
Galaxy Entertainment Group Ltd and Wynn Macau Ltd can work with up to five junket partners each for 2024.
Collaborator Cap:
The government has also capped the number of collaborators, who are sub-agents typically introducing high-value players to junkets for hosting them in casino VIP rooms, at 250 for 2024.
As of September 15, there were seven registered collaborators in the Macau market, and one additional license was under review, according to DICJ data.
Regulatory Framework Changes:
Macau’s Legislative Assembly approved a bill in December to regulate the licensing and activities of casino junket operators, allowing only companies, not individuals, to be licensable as junkets.
The new regulations also prohibited junkets from contracting the use of any part of a casino for their operations.
