Pennsylvania Gaming Control Board Imposes Fines for Regulatory Violations

The Pennsylvania Gaming Control Board (PGCB) has recently approved two consent agreements resulting in fines totaling $48,000. These penalties underscore the Board’s commitment to enforcing regulations and maintaining the integrity of the state’s gaming industry.

Regulatory Breaches and Fines:
Harrah’s Philadelphia Casino and Racetrack: Operator Chester Downs and Marina, LLC, faced a $35,000 fine for permitting individuals under 21 to access the gaming floor and engage in gambling activities.

SportsHub PA. LLC: A licensed fantasy contest operator, received a $13,000 fine for a change of control of its license without obtaining prior approval from the PGCB.

Exclusion of Adults Leaving Minors Unattended:
The PGCB also addressed petitions from the Office of Enforcement Counsel (OEC) to ban seven adults from all casinos in Pennsylvania. These individuals left a total of nine children unattended to participate in gaming activities. The Board emphasizes that this serves as a stern reminder that adults are prohibited from leaving minors unattended, whether in casino parking lots, hotels, or other venues.

Enforcement Statistics:
The PGCB disclosed that since the beginning of 2022, it identified 370 incidents involving adults leaving children unattended for gambling purposes at Pennsylvania casinos. These incidents involved 596 minors. In response to this concerning trend, the Board initiated an awareness campaign in November titled “Don’t Gamble with Kids.” The campaign aims to educate the public about the potential dangers of leaving minors unsupervised in casino-related environments.

Criminal Consequences and Exclusion:
It’s crucial to note that leaving minors unattended at a Pennsylvania casino not only incurs fines but also subjects the responsible adults to potential criminal prosecution. Additionally, these individuals face exclusion from all Pennsylvania casinos. The Board’s strict stance on this matter emphasizes the importance of prioritizing the safety and well-being of minors within the casino environment.

The PGCB’s decisive actions in imposing fines for regulatory breaches reflect its unwavering commitment to upholding the integrity of the gaming industry in Pennsylvania. The combination of financial penalties and the enforcement of exclusion measures serves as a deterrent against regulatory violations. As the Board continues its vigilant oversight, it sends a clear message that adherence to regulations is paramount for the responsible and lawful operation of gaming establishments in the state.
