The Macau Jockey Club (MJC) announced its proactive step to aid horse owners in the aftermath of its impending closure. Through the establishment of the “Horse Transportation Grant Scheme,” MJC aims to alleviate the financial burden of transporting horses out of Macau following the cessation of racing activities.

The scheme offers financial assistance to horse owners, with a maximum subsidy of HK$200,000 for transporting horses to foreign countries and HK$30,000 for designated locations in mainland China. This initiative underscores MJC’s commitment to facilitating a smooth transition for horse owners and their equine companions.
Background and Decision-Making Process:
In response to concerns raised by horse owners regarding the fate of their animals post-closure, MJC conducted a briefing session on January 26 to gather feedback and insights. Following thorough deliberation and evaluation, the Board of Directors made a decision on February 2, which was communicated to the stakeholders.
Options for Horse Owners:
Post-cessation of racing activities, horse owners are presented with two alternatives:
Retirement: Owners can opt to retire their horses by transferring ownership to MJC without incurring maintenance fees.
Export: Alternatively, horse owners may choose to export their horses to designated locations, such as mainland China, Malaysia, the United States, or European countries. A monthly maintenance fee of MOP$8,000 will apply until the horses leave Macau.
Scope of Assistance:
MJC’s Horse Transportation Grant Scheme extends its support to horse owners navigating the logistics of relocating their animals. By providing subsidies on a reimbursement basis, MJC endeavors to mitigate the financial constraints associated with international or mainland China-bound transportation.
Destination Options:
Horses can be exported to various destinations, including Mainland China (with quarantine facilities in Zhuhai or Beijing), Malaysia (specifically Kuala Lumpur), the United States, and European countries. This diverse array of options reflects MJC’s commitment to facilitating flexible and accessible transportation arrangements for horse owners.
Continued Support:
In addition to financial assistance, MJC pledges to offer horse management services from March 31, 2024, onwards. Recognizing the legal responsibilities of horse ownership, MJC empowers owners to appoint a platform for the care and well-being of their horses, in accordance with Macau’s Animal Protection Law.
