During the inspections conducted in December and January, it became evident that many arcade staff members are familiar with the personal circumstances and playing habits of regular patrons. However, while this familiarity exists, there is often a lack of proactive measures in identifying and addressing potential gambling issues among these players. This gap suggests a need for clearer protocols on how to respond when signs of addiction or excessive gambling behavior are observed.
Monitoring and Limiting Play Time
Long play times emerged as a common risk factor observed across the inspected arcades. Although there is a general acknowledgment of this risk, the methods for monitoring play duration vary widely and are frequently deemed insufficient. Notably, none of the inspected arcades enforce a maximum play time, which raises concerns, especially for those establishments operating 24 hours a day. Implementing stricter guidelines on play duration could be crucial in mitigating the risk of gambling addiction.
Practices of Multiple Machine Play
Another significant finding was the widespread allowance of simultaneous play on multiple slot machines and the booking of machines within the arcades. While these practices are not explicitly prohibited, they have the potential to contribute to heightened levels of gambling activity. Addressing these practices through clearer regulations or guidelines could help in reducing the risk of excessive gambling behavior among patrons.
Monitoring Other Indicators of Excessive Gambling
The inspections also highlighted deficiencies in monitoring other key indicators of excessive gambling, such as frequent visits, prolonged stays, and high transaction volumes per visit. Many arcades were found to lack adequate systems for tracking and addressing these indicators, which are crucial in identifying and intervening with patrons at risk of developing gambling problems.
Regulatory Response and Future Guidance
In response to the findings, the KSA promptly communicated specific areas for improvement to the inspected arcades through individualized letters. Looking ahead, the KSA plans to issue comprehensive guidance for all license holders later this year. This guidance aims to provide clear recommendations and best practices for enhancing the duty of care in preventing gambling addiction. Escalation of Fines for Illegal Gambling Terminals
Beyond the regulatory inspections, the KSA announced significant increases in fines for illegal gambling terminals in June 2024. The new fine structure imposes penalties ranging from €25,000 to €100,000 per device, representing a substantial increase compared to the previous fines. This adjustment reflects the evolving landscape of gambling activities, particularly the proliferation of illegal gambling via mobile devices and other platforms.
