Finland is preparing to dismantle one of Europe’s last remaining online gambling monopolies. New legislation proposes ending the exclusive position of state-run operator Veikkaus by 2027 and introducing a licensing system for private companies. The move represents a major shift in Finland’s approach to digital gambling and comes after years of pressure to better regulate offshore activity.
Finland prepares to dismantle the Veikkaus monopoly
For decades, Veikkaus has been the sole provider of legal gambling services in Finland, including online casinos and betting platforms. However, authorities estimate that nearly half of all online gambling by Finnish players now occurs on unlicensed international sites. This growing channeling problem has led to a loss of tax revenue and raised concerns about consumer protection.
Under the proposed reform, Veikkaus will retain control over lottery and retail gaming operations. But online betting and casino products will be opened to licensed private operators. The goal is to draw more players into regulated environments and limit the social and financial harms of unregulated gambling.
New licensing authority to oversee online gambling operators
The new system introduces a formal licensing regime for online gambling providers. Companies meeting regulatory criteria will be allowed to offer digital casino games and sports betting to Finnish users. A new supervisory authority will be created to issue licenses and monitor compliance.
This agency will have enhanced enforcement powers, including the ability to fine violators, revoke licenses, and block access to illegal websites. It will replace the National Police Board as the primary gambling regulator and provide more active oversight of the online sector.
Reform introduces strict advertising and player-protection rules
Consumer safeguards are central to the reform. All licensed operators must verify customer identities, enforce responsible gambling tools, and participate in a national exclusion registry. Players will be able to set universal spending and time limits that apply across all platforms.
Advertising rules will be tightened significantly. Promotions must be moderate and cannot target minors or vulnerable populations. Use of influencers will be prohibited, and games like online slots will face stricter visibility restrictions. Direct marketing will require prior consent and must include responsible gambling warnings.
A new tax structure and additional fees
The reform will also introduce new tax and fee structures for the industry. Licensed operators will pay a 22% tax on gross gaming revenue. In addition, companies must pay a licensing fee of approximately €50,000 and ongoing supervision charges based on revenue levels.
Winnings from unlicensed operators will become taxable, creating a financial disincentive for players to use offshore platforms. Meanwhile, Veikkaus will continue to direct profits from its retained games to public interest initiatives.
Finland targets 2027 launch with full transition by 2028
If approved, the new law would take effect in 2026, with the first licenses expected to be issued in early 2027. A transitional period is planned through 2028 to allow full implementation and technical readiness for all operators.
The reform brings Finland in line with other Nordic countries that have opened their gambling markets while maintaining strict consumer protections. By replacing the monopoly with a modern, licensed system, officials hope to improve oversight, reduce offshore gambling, and ensure that digital betting in Finland operates under clear, enforceable rules.
