Pennsylvania’s regulated gambling market set a new monthly revenue record in November, with total gaming revenue reaching $623.1 million despite the month having fewer days than October.
Figures released by the Pennsylvania Gaming Control Board show November revenue rose 10.8 percent year-on-year and surpassed the previous record of $601.8 million, which was set in May. The total reflects combined revenue from retail casinos, online gambling, sports betting, fantasy contests, and video gaming terminals.
The result follows October’s strong performance and confirms Pennsylvania’s position as one of the most diversified and resilient gambling markets in the United States.
Online casino revenue drives record-breaking month
Online casino gaming continued to be the main driver of growth, generating $242.7 million in November. While that figure was slightly lower than October’s record month, it still represented a 21 percent increase compared with November last year.
Digital slot games accounted for the majority of iGaming revenue, producing $185.4 million. Online table games followed with $55.1 million, while online poker contributed $2.3 million.
iGaming taxes reached $109.2 million for the month, representing more than 40 percent of all gaming-related tax receipts in Pennsylvania. Online casino operations also delivered nearly 39 percent of total operator gaming revenue, underlining their central role in the state’s gambling economy.
Hollywood Casino at Penn National Race Course led the iGaming market with $91.3 million in revenue across its online brands, including DraftKings Casino, BetMGM Casino, and the Hollywood Casino platform. Valley Forge Casino Resort, operating FanDuel Casino, reported $70.9 million, while Rivers Casino Philadelphia generated $38.2 million. Harrah’s Philadelphia, through Caesars Palace Online, recorded $13.4 million.
Retail casino performance softens as play shifts online
land-based casino revenue softened compared with last year, reflecting ongoing shifts in player behaviour toward online platforms.
Slot machines generated $201.2 million in November, a marginal decline of 0.1 percent year-on-year. Table games posted $74.7 million, down 3.6 percent compared with the same period in 2024.
Parx Casino once again led the state in retail slot revenue, while Wind Creek Bethlehem produced the highest table game revenue for the month. Despite the overall dip, retail casinos continued to contribute a significant share of total gaming revenue and tax collections.
Sports betting handle hits all-time high
Sports wagering delivered one of its strongest months on record, with total handle reaching $990.6 million. The figure represents the highest monthly betting volume ever reported in Pennsylvania.
Sports betting revenue came in at $98.3 million, supported by a busy sports calendar and sustained interest across professional and collegiate events. While margins varied across operators, the record handle highlights continued consumer demand for regulated sports betting in the state.
Fantasy contests and VGTs post steady gains
Fantasy sports contests generated $2.5 million in revenue during November, marking a 2.8 percent increase year-on-year. DraftKings led the segment with $1.74 million, followed by FanDuel with $567,000 and Underdog with $213,000.
Video gaming terminals located at approved truck stops produced $3.53 million in revenue, up 8.9 percent from November last year. While still a relatively small component of the market, VGTs continue to show steady incremental growth.
Gaming tax receipts near $261m for November
Total gaming tax revenue collected by Pennsylvania in November reached $260.9 million. The figure reflects contributions from online casino gaming, retail slots and table games, sports betting, fantasy contests, and video gaming terminals.
Online casino taxes again formed the largest single share of gaming tax receipts, reinforcing the state’s reliance on digital gambling revenue to support public funding.
Pennsylvania enters year-end with strong market momentum
November’s record result confirms Pennsylvania’s ability to deliver consistent revenue growth across multiple gambling verticals, even as retail performance remains under pressure from long-term structural changes.
With online casino gaming, sports betting, and ancillary products continuing to expand, the state enters the final weeks of the year with strong momentum and a clear signal that digital channels are now the backbone of its regulated gambling market.
