GCGRA names Ciaran Carruthers as new CEO

The UAE’s General Commercial Gaming Regulatory Authority has appointed Ciaran Carruthers as its new chief executive. The appointment brings in a casino operator with long experience across Asian and Australian gaming markets.

The appointment gives the regulator a permanent leader as the UAE continues building its commercial gaming framework. Carruthers replaces Kevin Mullally, the GCGRA’s first CEO, who stepped down last year for personal reasons.

Carruthers brings casino operating experience

Carruthers is best known for his time as CEO of Crown Resorts in Australia. He took over the group in 2022 during a difficult regulatory period and led the company through remediation work after major inquiries into its casino operations.

Before Crown, Carruthers spent many years in Macau and other Asian gaming markets. His senior roles included work with Wynn Macau, Sands China and Galaxy Entertainment, giving him experience across large integrated resorts and high-volume casino operations.

The UAE is moving from regulatory design into practical market development. The regulator will need to oversee licensing, operator standards, supplier approvals and compliance as commercial gaming projects move forward.

UAE gaming framework keeps expanding

The GCGRA was created in 2023 to regulate commercial gaming at the federal level. Its work covers licensing, supervision, compliance and responsible gaming rules for operators, suppliers and related businesses.

The authority has already issued vendor licences to major gaming suppliers. Recent approvals have included companies involved in table games, casino systems, lottery products and gaming technology.

Those licences show early preparation for the market. Suppliers are getting approved before large-scale casino operations open, allowing equipment, systems and compliance planning to begin well ahead of launch.

Wynn project remains the key test

The UAE’s most closely watched gaming project is Wynn Al Marjan Island in Ras Al Khaimah. The integrated resort is scheduled to open in 2027 and is expected to become the first major casino-linked development under the new framework.

That project will test how the GCGRA handles live casino regulation, operator supervision and supplier compliance. It will also show how the UAE balances tourism growth with a tightly controlled gaming model.

Carruthers’ appointment gives the regulator a leader with direct experience running large casino resorts. His next task is to help move the UAE’s gaming framework from licensing preparation into day-to-day market oversight.
