An improvised explosive device injured 14 people in Baguio City early on April 13, and the blast has drawn new attention to illegal gambling activity in the area. Police arrested a 32-year-old miner who is accused of throwing the device during a confrontation near a suspected gambling den along Magsaysay Avenue.
The incident quickly became more than a bombing case. Local officials later said the site had been identified as an illegal gambling hub, with reports linking it to a “drop ball” operation in Lower Magsaysay. That has turned the case into both a criminal investigation and a wider probe into illegal gambling in the city.
City officials order a probe into the venue
The Baguio City Council ordered an investigation into the suspected gambling den and told police and the mayor’s office to confirm whether the operation was illegal and close it if violations are found. The council also called for a review of any permits tied to the site and for charges to be filed against operators if needed.
Mayor Benjamin Magalong said investigators were also checking reports that the explosion happened near the gambling site. He said the suspect was allegedly intoxicated and threw the device after a violent clash with bystanders.
Blast puts focus back on illegal gambling risks
The case has added to concerns that illegal gambling is still operating in parts of the Philippines despite repeated enforcement efforts. Councilor John Rey Mananeng, who proposed the city resolution, said such operations can contribute to crime and financial strain in local communities. What happened in Baguio is now being treated as both a violent incident and a warning sign. The explosion injured 14 people, but it also showed how quickly violence can spill out from illegal gambling activity when it is left unchecked.
Investigation now covers both the suspect and the site
Authorities are still examining the motive for the attack and how the suspect was able to carry explosive material in a public area. At the same time, the city is trying to establish whether the gambling operation had been running openly and who was behind it.
For now, the two lines of inquiry are moving together. One focuses on the man accused of causing the blast. The other focuses on whether illegal gambling in the area had already become a larger public safety problem before the explosion brought it into view.
