Neuquén extends casino concessions with tourism investment rules

Neuquén has approved a new framework for casino and gaming hall concessions, extending existing agreements while linking renewals to hotel and tourism investment commitments. The Argentine province approved the changes through Decree 675/2026. The decree confirms agreements with RIMA S.R.L., Hotelera Emprender S.A. and Casino Magic Neuquén S.A. after a review process led by the Instituto Provincial de Juegos de Azar del Neuquén.

Renewals include tougher rules

The government is not treating the concession extensions as automatic renewals. Each operator was reviewed under technical, economic and investment criteria before the new agreements were approved.

The contracts also add tougher operating requirements. Operators must meet updated technology standards, provide stronger guarantees and comply with reinforced supervision and responsible gambling rules. The goal is to give the province more control over casino operations while using private investment to support tourism growth.

Taxes and casino fees will rise

The new framework changes operator payments to the province. Gross income tax on gaming activity in Neuquén city will rise from 2% to 3%. Operators that were previously exempt from stamp tax will also begin paying it. 

The land-based casino fee paid to IJAN will increase from 15% to 17.5% of revenue. Online gaming will remain at a 15% rate.

Neuquén is also changing the way monthly payments are calculated. Instead of using the previous year’s financial statements, payments will now be based on the previous month’s revenue.

Hotels are part of the deal

The renewals are directly linked to tourism projects. RIMA S.R.L. will invest more than $2.5 million to buy and remodel Hotel Alfa into a three-star property with 42 rooms. The plan also includes a possible eight-cabin project in northern Neuquén.

Casino Magic Neuquén’s operator will invest $15 million in a four-star hotel with at least 80 rooms beside its current gaming hall. The project is aimed at corporate and convention demand tied to Vaca Muerta.

Hotelera Emprender S.A. will invest more than $2.4 million in an apart hotel in Chos Malal. The project will include suites, duplex units and commercial spaces.
