Singapore’s Gambling Regulatory Authority has issued a letter of censure to Resorts World at Sentosa Pte. Ltd. The action is linked to a failure to implement an internal control approved by the regulator. The company operates the casino at Resorts World Sentosa, one of Singapore’s two integrated resort casinos. The other licensed casino is Marina Bay Sands.
Internal control breach led to censure
The censure was listed under the regulator’s enforcement actions for FY2026. The breach falls under Regulation 8(5) of the Casino Control (Internal Controls) Regulations 2013. That rule covers casino operators’ duty to follow internal controls approved by the authority. Such controls are used to manage casino operations, compliance checks and operational safeguards.
The regulator did not list a financial penalty for the FY2026 case. The action taken was a letter of censure, which is a formal warning rather than a monetary fine.
RWS has faced earlier enforcement cases
Resorts World at Sentosa has appeared in previous enforcement records for different breaches. In FY2023, the operator was fined S$2.25 million for failing to perform prescribed customer due diligence measures.
The operator also faced penalties in FY2021 and FY2020 for internal control failures. Those cases each carried a S$75,000 financial penalty.
The latest censure is smaller in financial terms, but it keeps internal controls in focus for the casino operator. Singapore’s casino rules place strong emphasis on approved systems, social safeguards and anti-money laundering controls.
Singapore keeps strict casino oversight
Singapore’s casino market remains limited to two integrated resorts. Resorts World Sentosa is operated by Genting Singapore, while Marina Bay Sands is operated by Las Vegas Sands.
The Gambling Regulatory Authority oversees casino operations, gambling licences, enforcement actions and safeguards against unlawful gambling. It was formed in 2022, replacing the former Casino Regulatory Authority.
Singapore allows casinos within tightly controlled tourism and entertainment resorts. That structure gives the regulator a strong role in monitoring operator conduct and keeping casino activity within approved rules.
Casino controls remain central
Approved internal controls are a core part of Singapore’s casino regulatory system. They cover how casino operators manage gaming activities, surveillance, accounting, record keeping and compliance processes.
For Resorts World Sentosa, the censure adds another compliance issue to its regulatory record. The operator remains one of Singapore’s two licensed casino businesses and continues to operate under direct GRA supervision.
