LOTEP met with TikTok Brazil to discuss gaming regulation, platform safety and digital advertising rules in Paraíba. The meeting brought together the state lottery regulator, TikTok representatives, licensed lottery operators and LOTEP teams from technology, communications and enforcement.
The talks focused on how social media platforms and regulators can work together to identify legal operators, apply advertising rules and protect users from illegal gaming content.
TikTok explains platform controls
TikTok Brazil presented its content moderation, user safety and advertising policies during the meeting. The company also outlined how it reviews gambling-related advertising and restricts betting ads to markets where the activity is legal.
TikTok requires gambling advertisements to meet local licensing and certification rules. The platform also limits betting ads to adult users and blocks them for minors. LOTEP used the meeting to explain how it authorises operators and monitors licensed lottery activity in Paraíba. The regulator also outlined its auditing systems and player protection measures.
Focus on legal operators
The discussions covered ways to help users identify authorised gaming services. LOTEP wants digital platforms to distinguish licensed operators from illegal websites and social media accounts that promote unregulated betting.
Illegal operators often use social media pages, influencers and paid posts to direct users to gambling websites. These promotions can remain online even after authorities block betting domains or payment channels.
The regulator is also monitoring how gambling content is presented to younger users. Brazil’s Digital Child and Adolescent Statute took effect in March and introduced stronger rules for protecting minors online.
Betting ads under review
Brazil’s regulated fixed-odds betting market began in January 2025. Licensed operators must follow national rules on advertising, responsible gambling, customer verification and payment controls. Advertising remains an important part of the regulatory framework as betting companies increase their social media activity. Authorities are reviewing how platforms, advertisers and operators should share responsibility for content shown to Brazilian users.
TikTok’s policy allows gambling ads only in approved markets and requires advertisers to meet local legal conditions. The platform also applies restrictions to betting information and gambling-like products.
LOTEP expands platform dialogue
The TikTok meeting is part of LOTEP’s work with digital platforms and gaming stakeholders. The regulator has also held discussions with operators, lawyers and technology companies on compliance and responsible gambling. LOTEP oversees lotteries and gaming activity in Paraíba. Its work includes operator authorisation, inspection, consumer protection and action against unlicensed services.
