A Brazilian Senate hearing on the effects of online betting drew criticism after no licensed operators or industry groups were invited. The July 2 session in the Senate Human Rights Committee focused on debt, gambling harm, advertising and consumer protection.
The hearing was requested by Senators Eduardo Girão and Damares Alves, both critics of Brazil’s regulated betting market. The guest list included health specialists, consumer groups, civil society representatives and government officials.
Hearing focuses on gambling risks
The committee discussed online betting’s effect on household finances, mental health and family life. It also examined betting advertising, the use of credit for gambling and possible consumer protection measures.
Guests included addiction specialist Hermano Tavares, Procon São Paulo executive director Luiz Orsatti Filho, Movimento Brasil sem Azar coordinator Roberto Lasserre and Instituto Alana representative Tayanne Galeno. Officials from the Ministry of Health and the Ministry of Finance’s Secretariat of Prizes and Betting were also listed.
The hearing came as lawmakers debate tighter rules for Brazil’s online betting sector. Advertising controls remain a major issue, with several Senate proposals seeking to limit or ban betting promotions and sponsorships.
No operators or trade bodies invited
No licensed betting operator, trade body or industry representative appeared on the published guest list. The hearing did not include the companies most directly affected by possible new rules.
Industry groups have argued that licensed operators should be included in regulatory discussions. They have pointed to compliance work involving identity checks, responsible gambling tools, advertising controls and anti-money laundering measures.
The panel focused mainly on betting risks and harm prevention. Issues such as illegal gambling enforcement and the possible effect of restrictions on licensed operators received less attention.
Advertising bill moves through Senate
The hearing took place while the Senate considers new limits on betting marketing. A proposal linked to Senator Damares Alves would ban betting advertising, sponsorships and promotions, replacing earlier measures that focused on tighter controls.
Licensed operators currently remain subject to the federal rules that took effect in January 2025. Only companies authorised by the Secretariat of Prizes and Betting can legally operate in Brazil, while unlicensed sites are barred from advertising and sponsorships.
