PAGCOR orders helpline in gambling ads

PAGCOR has ordered gaming companies in the Philippines to include the National Problem Gambling Helpline in responsible gambling advertisements. The directive requires operators to carry the helpline number in campaigns that promote safer play and player protection.

The requirement is part of PAGCOR’s effort to strengthen responsible gambling controls. It comes after the regulator launched a 24/7 national helpline to give players and families direct access to counselling support.

Helpline included in advertising

Gaming firms must include the helpline in responsible gambling materials across approved advertising channels. The requirement is meant to make help easier to find when players see messages about safer gambling.

The National Problem Gambling Helpline uses the number (02) 8248-9568. PAGCOR launched the service in partnership with Seagulls Flock Organization Inc., with trained counsellors handling calls from people affected by gambling-related harm.

The helpline is available at all hours and is designed to provide confidential support. It can be used by players, family members and others seeking guidance on gambling problems.

Regulator targets player protection

PAGCOR has made responsible gambling a bigger part of its regulatory work as online betting and digital gaming continue to grow. Operators are expected to support player protection, not only offer gaming products.

The regulator’s Responsible Gaming Code of Practice requires licensed gaming establishments to reduce gambling harm, prevent addiction and block underage gambling. Operators are expected to provide warnings, support tools and access to help services.

Including the helpline in advertisements makes support services easier to find. It also gives players a clear point of contact when gambling starts to affect money, work, family life or mental health.

Online gambling rules tighten

The Philippines has moved to tighten rules on online gambling and digital promotions. PAGCOR has been working with other agencies on controls covering gambling advertisements, social media promotions and illegal online operators.

The regulator has also reviewed ways to strengthen oversight of digital wallets and payment channels linked to gambling. Many online gambling transactions now happen through mobile payments, making player protection harder to separate from financial controls. Advertising remains a key concern because online gambling brands can reach players through websites, influencers, livestreams and social media pages. The helpline requirement strengthens those safeguards.

Exclusion tools remain available

The helpline is only one part of PAGCOR’s responsible gambling framework. The regulator also operates exclusion programs that allow players to restrict their own gambling activity.

Family members can request exclusion in certain cases when gambling creates harm at home. These programs are designed to work alongside counselling services and other player protection measures offered by licensed operators.
